The Government are applying a relatively straightforward ranking system. Once the Scheme is fully up and running performance will be based on two factors: - 1. The organisation’s change in emissions compared with average emissions over the previous five years.
In the early days this will be compared with the average over the number of years available. This is known as the absolute metric. 2.
The growth metric which is the percentage change in emissions per unit of turnover. Again relative to the previous five years or number of years available in the early stages of the Scheme. In the initial three year phase of the Scheme there is also an early action metric which takes into account energy saving measures that the organisation made before 1 April 2011, and for the first year of the Scheme this is the only way of compiling the performance league table.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
