Yes it is reasonable. Do you think there is something fishy going on? But you should check your emissions test results.It's quite possible that your car barely passed the test.
A lot of it depends on how many miles were driven on the car.
I don't know what state you are from, but in California, it's just a visual inspection of the check engine light and to see if the emission system was not tampered with. After that, it's just a measurement of the pollutants in the exhaust.
Since your catalytic converters are dependent on proper operation of the oxygen sensors there is no way to say you have bad converters until after the oxygen sensors are working properly.
I would never have anyone work on my car that could provide a faulty diagnosis like this. Best to get a second opinion by a certified smog tech.
Remember also that any front exhaust leak will give you a false catalytic converter code.
