As a Pakistani citizen, you can apply to the Islamabad office no matter where you live. If you have been lawfully admitted to the UAE as a foreign worker on a work permit, and you have been living there for at least one year, you can also apply to the Canadian Embassy in Abu Dhabi. However, you cannot apply at one office and ask for an interview in another one.
