Red arrow means traffic rising as you understand. It is correct. I think HubPages have a precentage rise compared to average traffic to show this Red arrow.
For an example: If your average traffic of 100 pageviews per day, they may show red arrow for 25% rising, which means 125 pageviews.
They may show double arrow for 50% traffic rising, which means 150 pageviews per day when your average daily traffic is 100 pageviews. It is very accurate as my observations.
Note: When traffic increase after you publish your new hub, these indicators are not shown. Noramlly these indicators are come into play after Hub traffic is stable (around 2 week as my observations).
Just look more closely, there are an blue arrow and an red arrow. The red one will show when the traffic is rising and the blue one will show when the traffic will fall.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
