Thanks for the clarification, now for the answer Let's start with the assumption that you have a router. If you don't, this gets more difficult. If you want your people to have access to the web, to email, and nothing else, then you'll want to set your router to only ALLOW the following ports: 25, 110, and 80.
Depending on your email system you might need to give access to port 443 and port 587 (secure Sockets alternate ports for email). So in your router setup, check to see how to block all ports EXCEPT those I have mentioned. Every router is a little different, but they all accomplish the same thing.By blocking all of the other ports, you are effectively stopping them from using P2P, FTP (file transfer) and anything 'unauthorized'.
Of course, if your company uses some other software, you may need to adjust these settings to your needs. As for the ability to restrict sites like soap opera websites but allow others like Askville: that gets trickier. There are any number of filtering software packages that you can buy.
Most of them were developed to keep kids from getting to adult sites on the net. The range from very cheap and very basic, to very expensive. Consumer Reports did an article about a year ago about what was most effective.
You will probably want one that lets you restrict pornography, but also lets you restrict other stuff as well. If it si just a few, you can buy several of these packages and install them one on each workstation. If there are more than just a couple, you may want to invest in a proxy server which does the filterig fro everyone. The way that a proxy server works: EVERY session (even yours!
) passes through the proxy server and is run against the list of OK or BANNED sites. If you want to go to a BANNED site, then the admin (you!) have to give permission. Again, you can choose to be very picky or very open based on your needs.
The advantage to a proxy server is that it handles an unlimited number of sessions, without limits at all. The disadvantage is that it is another workstation, which costs money, and you need some techn help to set it up. But here's my question: DO YOU NEED THIS AT ALL?

Reconfigure your router. Then reboot your computers. You can choose what users can see on the net by simply checking boxes.

And more. Cons: Harder to see who has been doing what.It will block things, and tell you how many things are blocked but it will not tell you who specifically tried it. Smarter users can work around it if you don't secure the computer.
(This is true for any software too.) Thats all I can think of. For a free solution it doesn't hurt to try it.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
