They should not be refrozen. In a way, it's like thawing raw meat and refreezing it. It's just not ideal.
They're fine so long as they didn't actually get warm. Bacteria is an issue, but as long as your snake is warm and hungry and the rat isn't rotten it won't suffer. In the wild boas regularly feed on rotten carrion.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
