I didn't pay a "logbook voilation" on my CDL license, can the state of washington suspend my license?

DOT works pretty close with other states they pull you into a scale in another stae and run your license and find you have an unpaid log book violation,they will either make you pay it on the spot or haul you to jail untill you do. Another thing you might not be able to renew your license untill you do pay the fine. But I am a Canadian truck driver and don't run state side anymore THANK GOD.
