It would depend on the school's requirements, country's requirements, and her length of residency in the EU. I am not familiar with those country's requirement that you list but I am familiar with UK requirements. It is my assumption for my reply that other EU countries will have similar rules to the UK.
My understanding in the UK she would most likely be considered as a foreign student because she has not lived in the EU for at least three years. However if your partner has been in the EU for a few years then, depending on her immigration status, she could qualify as an EU resident regardless of being married but the answer to that question is something the school would need to answer for her. The advice I would give is for her to contact the Consulates of the countries she wants to study to see what their visa requirements are for non-EU students and for her to contact the schools to determine what her status might be.
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
