If she called the cops, you would have heard from them by now if her story was legit! Seems she is trying to make quick $ selling it. How did she get your phone #, add in paper, local store, P.O.? You didn't steal her dog, you saved a dog's life!
Does she have proof that this dog is registered in the city or town for dog license? Many areas, it's the law to register your dog annually. Does she have proof of vet visit?
Vaccinations? Purchase receipt with description of it? Does she know the sex?
Male, neutered, female had puppies, spayed with scar, other unique markings? As mentioned by other, did she give you name to call it for reaction? Did she post missing dog where she lives or where it was lost?
She would have called police, animal shelters, hospitals, vet offices, proof of any? Don't be intimidated, defensive by her threat or others making you feel you should be. You've not revealed location unless I overlooked, if not, THEN DON'T REVEAL.
If answerers don't know exact location, then impossible for them to know the laws where you live, varies by town, city, state. Scammer trying to scare you so she can get dog without hassle. Was it well cared for, groomed, fed, friendly?
Or was it cowering, maybe had its chance to run away from living situation? Does it look like a stray for a while before you found it? Dirty, smelly, long nails, matted hair, teeth & ears dirty, famished, skinny, no collar or tag described by owner?
She had your phone # to call you, if she filed police report for stolen dog, they would have called you by now for questions by phone or in person. If she calls back, don't answer, let her leave msg on your unit, listen to it. If a threat, then YOU file a police report asap.
Don't return her call, let police contact her. If she shows up at your home alone or with anyone, DON'T ANSWER THE DOOR OR OPEN WITH CHAIN! If accompanied by police to your door, still don't open, say through door you want to call precinct and verify their dispatch.
Ask for their names, precinct & phone #s. DON'T BLUFF CALL PRECINCT TO VERIFY. Too many impersonating, fake & stolen badges, work IDs, uniforms, law enforcement vehicles & vans sold w quick glance looks official, can be men & women, young & older, utility or repairmen, social worker, town reps.
Protect yourself regardless of this matter, doors & windows locked, safety bar for sliding patio door, open window from top down, not sill up, don't leave door open with unsafe locked screen or storm door. If keeping dog is problem, then drive it to another city's shelter than yours or hers. Tell them you found it on highway, didn't want accident to occur nor death to it.
Sleep in peace, maybe was fate for you & dog you saved to become best friends. Enjoy life, be alert, aware, cautious, not fearful. IMPORTANT: Don't leave dog in yard alone, fenced in or chained.
Reality, it's vulnerable to attack by hawks, fisher cats, rabid or not coyote, fox, racoon, wildcat, another dog larger/vicious or pack of dogs, depending where you live. Neighborhood kids & adults can tease it mercilessly, harm it & worse, it can be easily poisoned or taken from your yard. Do not feel false sense of security by a 4' fence, a chain link one, these are no protection whatsoever for it, only keeps your dog from getting out easily.
Fences can be dug under, a 6' fence is easily climbed by animals & humans, poisonous food thrown over or slipped under. Inspect your yard & fence before letting dog out. Many true horror stories of pets, don't want to mention but precautions suggested could prevent most.

You currently have possession of the dog. If she calls calls the cops, she should have to bring a picture before seeing the dog, or at least describe it. Also, if you have incurred any expenses, she owes you that money.
I had the same situation and the cops made the owner pay me the vet expenses. (Of course they had outstanding warrants, so the cops gave them that option or jail) It took them two weeks. Then I found the dog out again, malnourished, and the cops arrested the owners.
Neglect can be proven. If the owner says, the dog has only been lost for a day, and it's obviously underweight, it's safe to assume it didn't loose all that weight in a day. If it has sores from being tied down.etc.Many conditions that constitute neglect take time to develop.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
