Once you are 21 years old you can sponsor him for an immigrant visa. You will need to earn 125% above the poverty limit for a family size which includes your father. Currently this would be about $19600 a year for a family of two.
I would assume any ban your father has if by now over and he should be eligible for an immigrant visa. I assume he is not married to your mother any more since she could have sponsored him too.
