There is no possible answer here that could compare with picking up the phone and asking your local council what the rules are in your area. You could do it from a phone box with a disguised voice if you want to hide yourself. Or email them from a hotmail account.
Depends on if you are renting or if you own the house. If you own, then you own the trees- call a service. If you rent, however, call your landlord or landlady.
They alone have the authority to do that. If you do it on your own, you could be sued for the replacement costs of the trees.
First you need to determine ownership of the trees. If you are in a dense neighborhood, this might be a little less clear cut, then if you live out in the country. If the trees are on a property line, you will likely have to get the adjoining landowner's permission in writing before cutting them down.
Since they are so close to the house, I would contact an insured tree service to have them cut down professionally. If you are near the western US, you might find an experienced someone who would cut them down for firewood. If you are closer to the eastern US, where hardwoods abound, its likely no one will want them for firewood so you will have to hire a tree service.
If you insist on cutting them down yourself, I would first do a youtube search on "tree cutting disasters" to see what not to do.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
