Yes it can, and entry into the USA is not guaranteed. The marriage had better be legit, and he had better be able to show evidence. They will know that he has been rejected before, so they will scrutinize everything.

They will know if it is a fraud. Do not underestimate them. If they suspect you, they will just keep delaying you until you give up.
