The CPU, although fits into a socket on the motherboard, is not part of the motherboard. Neither is the memory, or any of the other components like a dedicated graphics card, drives, power supply, fans. So unless they specifically said they are changing anything else, it would be only the motherboard which does include any integrated graphics chips, expansion slots, network ports, and usb ports.
Everything else they will re-use. The only case where they have to replace the CPU is if the motherboard has a different socket than the old motherboard so they have to use a different processor. But then, you would know if they change the CPU because they will be charging several hundred dollars more for a new CPU.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
