Yes you can the instructions inside the packages are easy to understand. Ghlighting them the second time will be more difficult and should be left to a professional as it is painstaking to select the highlighted parts on your own. You should be aware of a few things....Nearly every product which changes your hair color contains hydrogen peroxide.It 'kills' your living hair.
Colors for darkening, contain less hydrogen peroxide and your hair will still be alive. You will need a lot more of packs and conditioner to keep your hair smooth and shine after applying a product which highlights your hair. If you apply it again on your own you have to make sure that you only apply it to the roots.

I would definitly seek a professional opinion.... I have dark hair also, and a few years ago, I decided to lighten it....at home....myself. BIG mistake! It turned out an awful shade that I can only describe as "burnt orange" and I had to pay extra at a salon to get it "fixed".
The problem with extra dark hair is that the dark color has to be "lifted" out before the color you desire can be "put in". This double process is best done by professionals at a salon. Of course, that is my own experience.
You may have better luck than I did, but I cannot "recommend" that you do that......cause I don’t want you to come looking for me if your hair turns out the same as mine did! LOL! Seriously, it may be best to pick out exactly what you want your hair to look like and go to a salon.

As far as "how"....if you are dead set on doing it yourself, you need to buy a professional bleaching kit first, and bleach the color out of the spots you intend to "highlight". Then, deep condition your hair like crazy and wait a few days.

You probably could, however.... the highlights (via OTC products) can turn out a bit "orangey" (if not processed long enough) ultimately resulting in you being very unhappy or/and having damaged hair. I would think it would be much more conducive to go to a salon and have someone do it for you professionally -- you'd be under the care of someone who does this on a daily basis and is familiar with highlighting very dark hair. It'll be more expensive, but much more worth it in the end.

I would try semi-permanate first so if you don't like it, it will wash out in about a month with out the hassle of roots! I would stay away from comb-ins because it will come out splotchy. Try to find one with a cap and follow the directions on the box.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
