Ignoring the whole "use of a celebrity" bit... you can't use somebody else's photo without there permission. Period. We often forget with pics being reposted across the internet, often without proper citation, but photos are indeed copyright.
Without the photographers permission (or, if the copyright holder is different from the photographer, as the case may be, without the copyright holder's permission), you are not legally allowed to use the photo to sell something (which is what you would be doing). And yes, that includes a photo that you have edited. To reiterate: you CANNOT use a photograph that YOU DID NOT TAKE as your book cover without express consent from the photographer.
Doesn't matter if the photograph is of a celebrity or a random person or a tree. You are not legally allowed to do it. As for the celebrity thing... even if you yourself were to somehow take a picture of Demi Lovato, it would be a horrible idea to use this as the cover of your book.
I assume you are not writing a book about Demi Lovato? Unless you are, she does not belong on the cover of your book. She is an identifiable celebrity.
Not your character. Putting her on your book is not only not really allowed (your using her image to promote your book without her permission... not legal) but it is also just silly. Go find a friend who has a similar look to what you want and snap a picture.
Or, better, do a book cover that doesn't focus on a person. Most book covers aren't really just pictures that look similar to the main character... they have more meaning then that. Or, if you don't have any friends who look close and you can't come up with a better idea, just go look for a stock photo site and search for the type picture you want.
These are sites where you can pay to use a photo. Yes, it costs money... but it's legal. So there's that.
Its considered copy right infringement. Even places where you print your own pictures won't allow you to print the picture if its of a celebrity because they could be sued. I suggest you find another picture asap!
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
