There's many people who will happily design tattoo's for you, for example I have a friend who loves to draw and doodle and he's amazing at art! If you give him a few basic ideas he will design loads of different options for you. Try to find someone you know who could maybe sketch a few ideas and you can work from there, maybe someone who has studied art.
If there are any symbols that mean something to you, for example a family crest or symbol. Steer away from like a star sign or something typical like that quotes can be nice but you may get sick of it, on your hip. Perhaps a spiral detailed design.
If you are only 16 do bear in mind that your style and preference is likely to change in the next few years so don't go crazy getting a massive tattoo with a really complex design, stick to a small one somewhere discreet and make sure you are sure. If you consider the types of things you liked when you were 12 or 14, and how much you have changed since then, it's going to happen again by the ages of 18,20. If you have a design you are really passionate about then go for it, but really consider it first.
Research and thoughtful planning is the first step in coming up with a tattoo idea.
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
