I use the Cinepak codec to encode an AVI file, the output MPEG file is very noisy/blocky/sticky/glitchy/stuttering, how can I eliminate it?

The encoded DVD/VCD/SVCD, or MPEG file can only be as good as the original video file, in most cases, it is worse than the original video quality. The original video has to be high quality, little compressed or no compressed at all, to create a OK output file quality. The encoder is picky on the original video noise, if your original has background video noise, then the output file will mostly likely have noise, too.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
