You may qualify for medicaid and welfare - just because you don't qualify for disability or unemployment, doesn't mean you cannot apply for welfare and medicaid. That being said, if the federal government doesn't see you as "disabled", then how are you disabled? Is it permanent or temporary.

Treatable or not? If this is a permanent, life-long disability, get yourself a disability lawyer - they will help you fight and win an appeal if you are deserving. Otherwise, I suggest you find a job that you can do - get trained for a different career that's better for your disability.
