I don't know about other countries, but here, thanks to the reinstatement of the cottage laws, as long as food items are marked with the ingredients you may sell anything that's not meat or dairy, and not anything that includes egg other than baked goods. Canned vegetables are not allowed, but jellies and jams are. Any of the items not covered by the cottage laws have to be prepared in a commercial kitchen.
You may not need a permit for a fundraiser but may need a food handling card from the health department.
