This has happened to me before....almost! And I can provide you a little bit of insight, but unfortunately, there is not a lot that you can do. You will more than likely not get the PSP back, nor will you ever see the funds for that item.
The Nigerian scams on Craigslist have been going on for years. The site has posted warnings about agreeing to ship items overseas. THESE OFFERS ARE ALWAYS SCAMS!
You should never agree to ship anything overseas on Craigslist. First of all, you need to go directly to the Paypal site by entering the URL in your browser and CHANGE YOUR PASSWORD! The email that was sent to you that informed you that you had a pending payment, to go ahead and ship the item....that is what is known as a phishing email.
When you click on the link in that email, the person who sent it can access your login and password. These scammers from Nigeria are not only looking for free goods, but they are also looking for a way into your Paypal account so that they can withdraw any money that is there. I have also heard of them using Paypal and Ebay accounts of other people to post fraudulent listings on Ebay and elsewhere in order to collect the money.
If you are thinking about notifying Craigslist, there is very little hope. There are only a handful of people that actually work there, and they cannot do anything about it. (The "forum moderators" are other users just like you.) I would, however, contact Paypal right away and let them know what happened.
They may close the account or suspend the account, if they feel that security has been breached. In some cases, they will even suspend your Ebay account if they feel that it has also been accessed. I am very sorry that this happened to you.
This has happened to a lot of people over the years. Unfortunately, there is not a lot that can be done about Nigeria and these kinds of scammers.As an extra added security measure, do not click on links in emails that say they are from Paypal. I have seen a number of these that look very legit--in fact copied from the originals, but they can be very dangerous.
You can also forward these emails to Paypal to inform them of the phishing attempts.
There's probably not much you can do to get your money back! The one recourse you have is to report the scam email to spam@uce. Gov (it forwards to the FTC).
I get a lot of "phishing" emails from paypal and they do look quite legit, so beware of them. Anytime you get an email from paypal in your email, go directly to the site and check your messages. NEVER click a link in your email, go directly to the site (put the bookmark in your favorites) to access your account.
Anything in your email inbox that is not in your messages is a "phishing" scam! You should report any suspicious emails to paypal at spoof@paypal and they will tell you whether it is legit or not. I'm sorry to hear about your situation. I would recommend reporting as much information as you can from the scammer such as the address that it was mailed to and the email address. Maybe the authorities can do something with the address to catch the people who scammed you.
Chalk it up to some very expensive "tuition. " Anything you can do legally will cost you far more than the money you lost. Do report her to the CL administration.
Tell your sorry and embed the emails. Some sites do not accept attachments. At least you may prevent the person from scamming someone else.
Trust you initial "gut feelings. " When something smells fishy, there usually is something rotten around.
I am like @albanian, I don't fully understand. Did paypal ever give you the funds, did they cancel them or are they still pending? Here is a major question... do you have any way to track delivery on that usps shipment?

You have no recourse through paypal and will never see the item you sent to Nigeria. Never send items to Nigeria or any Country down there as others are getting involved. The only chance you might have is if you track the womens e-mail account and she is in this Country then you can call the Police and have her arrested for multiple fraaud charges especially that it went through the post office for an international shipment.
I don't quite follow what happened with Paypal. Did they tell you that you had $114 dollars deposited but had to give a shipping number? Didn't you have a shipping number?
Wouldn't they release the funds? If the funds were not there, they should not have told you they were. Could you explain a bit more?
Paypal is the one trying to create a secure payment system; they would be your only recourse, not USPS or a Nigerian thief.
They have done multiple stories on CNN and in-depth coverage of people trying to trace packages going to other countries in cases like this and it isn't impossible if a tracking device is installed within the package to begin with before shipping but after the fact I'm afraid you are out of luck. This is exactly why I have quit using many of the listing boards period. I want even look on craigslist job pages either.It seems as though scams run a muck no matter how hard people try to get rid of them, they always find another way to take other peoples money or property.
I would report this though to the proper authorities though. You may just save someone else from being ripped off.
Also, ask the people at PayPal if you can get a security key. It's one of those key fobs that you push a button and it gives you a six digit number that you have to enter. I had an issue with PayPal once (charges to my account from Skype, even though I did not have a Skype account).
They worked out the issues and sent me one of those security keys for free. At this point, I don't think there's anything you can do since you didn't actually get/send any money through PayPal.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
