Eligibility workers and the Automated Client Eligibility System (ACES) first assess eligibility for Medicaid, then SCHIP, and then MN spenddown. Clarify the process for determining SCHIP eligibility. When a client submits an application to the Community Service Office (CSO), we review it for Medicaid eligibility.
If the CSO determines a client not eligible for Medicaid, and the family income is between 200 and 250% of the Federal Poverty Level (FPL), we automatically pend the application. We then evaluate the child’s eligibility for SCHIP, and then the Medically Needy program. Clients ineligible for any program receive a denial letter.
