I would take the dog to your local shelter, let them know you found it and put it into their system. They would probably allow you to foster it for X number of days and then change the info that it's your dog. Far better to do that that way you have officially documented where it was found, when it was found, etc. After what ever set amount of time the shelter has for chipped dogs (normally just a week or two) it could then legally become yours.
What to you mean PetSmart hasn't contacted the owners? It's up to a SHELTER to contact the owners of a pet. If someone is missing this dog it's pretty awful that you're not allowing that to happen!
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
