I don't think so. When I was in Peru the cows did not make the cow sounds I recognized. I think they were speaking Spanish.
Yes because all birds speak the same language because they are the same animals, for example a tiger from africa can communicate with a tiger from asia. Because they are the same animal. It doesn matter were they are from.
