If a sixteen year old has a baby by an eighteen year old would it be legal if she moves in with him?

Depends on the State The age of consent in the state may very well be 16. However, she is still the responsibility of her parents. Until she is 18, she has to have their permission.

If she got married, (and her parents would have to consent! ) she could move in with him.
