Great question! I've been waiting for a worthwhile question for like 15 minutes. Anyway The only thing I can gather that would cause a man to say something like that is that he must be a strict Calvinist.
Calvinism greatly diminishes mans free will to almost the point of us being robots. In that case, it is clear to see how they could make such a claim. On the other hand, what the bible really teaches is that, yes, God is sovereign.
However, He has also granted us free will. It is quite complicated trying to know free will from His sovereignty sometimes, but nonetheless they are both there. In the case of a rape, I'd say that NEVER NEVER NEVER would God actually want something like this to happen, no more than the fact that God obviously didn't like when Joseph's brothers sold him into slavery, or that Abraham slept with Sarah's slave.
However, what God WILL DO is He will use circumstances to bring about a greater purpose. In other words, I think that God would never want a man to rape a woman. But if a man exercised his free will and did it, God could bring this child into the world and make good come from it.
Perhaps the woman will love this child tremendously. Or perhaps the child will be a genius. When I was young, I was molested by an older guy.
My sister actually dated him a couple of years later, and got pregnant by him by choice. This was a very hard thing to deal with, and when she had the baby I didn't really want anything to do with it because it reminded me of the hurt. Over the years, this boy has become a great man.
He is one of the people I like most out of my entire family, and I would do anything to help him out. He is brilliant, going to medical school, very mature, and very honest, and a Christian. God will take the most terrible circumstances and bring about a blessing you could never have imagined.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
