The days of illegal presence for the purposes of re-entry ban start ticking on your 18th birthday, not 18 1/2 as Borel has incorrectly noted. 18 1/2, or more correctly 18 years and 179 days old is the last day you can leave US without triggering a re-entry ban. 180 days but less than 1 year of illegal presence mean a 3 year ban.
1 year or more of illegal presence mean a 10 year ban. In your case. You have less than 180 days of illegal presence.
As such - you did not trigger a re-entry ban when you left US. Your spouse can return to US, file I-130 on your behalf and you can undergo consular processing in Taiwan. You will not require an I-601 waiver.
You might have to prove that you left US in time during the visa interview. I hope you saved your ticket. Your wife has to be in US to start the process.
