I think timing is important on askville. I always seem to find the best questions, but I just can’t get to them because of the timing of my schedule. Sometimes the slots have already been taken.

My personal opinion... ...is that the best time to ask questions is Mon. -Thurs. From about 3pm-6pm.
This is when a lot of people are unwinding from their days and are starting to log on to their computers more for leisure and relaxation. Plus, your question will be waiting in the hopper for the evening surfers. No Weekends - On the weekends, your question might get too easily lost in the shuffle.
Plus a lot of knowledgable regulars only check in during the week. No Lunchtime - Too many people are out and away from their computers over lunch. And then by the time they get back to their computers, they figure they should get some real work done before the end of the day.
Parents at home are usually trying to wrangle the kids for their lunch/nap/park trip. No Latenight - Obviously not enough traffic. Maybe Mornings - In a pinch, mornings aren't the worst time.
You'll catch the experts who are logging on to their work computers first thing and might want to warm up the day with a few answers. But then you risk getting lost in the shuffle later that day. Sources: Just my personal observations..
