I think theres a classy and sophisticated way to rock any hair color. Did you ever see Marie Antoinette with Kristen Dunst? She wore cotton candy colors in an elegant way.
I think a great alternative is too just do the tips of your hair for a more subtle pop of color (to avoid a harsh line tease your hair first then apply the colors on the ends). Is this color high maintenance? It really depends on the type of dye you are using.
You can create soft pastel colors from products like Manic Panic (mixed with conditioner to dilute the color) which are temporary. You would probably need to retouch your hair about every 2 weeks (but since you get a good amount of product in one jar of Manic Panic you can get a few uses of out if - depending on the length of your hair). Ion now offers bright colors to that last a little bit longer than Manic Panic (in my opinion) - remember that you would need to add their clear additive if you would like to dilute any their colors.
Now to achieve the color - you would need to lighten your hair to a very pale blonde. If your hair is dark and has never been colored achieving a pale blond can take up to 5 bleach application (if your hair is dark I would never recommend trying to get to a pale blonde in one day - your hair would basically turn to mush. Rather, I would bleach then wait about 2 week - 1 month before the next bleaching - this would give your hair time to rest while you condition like crazy until the next bleaching).

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
