Good question. I have a friend who has a Droid, he told me he uses Skype to bypass using minutes with Verizon. I do believe as long as you have a Skype plan, you'll be able to make calls to landlines as well.
If you don't have a plan, it'll only be Skype to Skype. It seems that it's like having yahoo messenger on your phone. They basically say you'll get to do everything you can with your Skype account.
