It does not depend on the seller if you cancel an order, it depends on your bank. The transaction is pending, Amazon doesn't actually submit the charge until they ship. If you cancel they simply don't submit the charge but the pending amount may still be affecting your available balance.

Banks vary in how long they let pending transactions stay before dropping them. I've had it take a week as 7 days is the length of time my bank waits.

Yes I think it's misleading myself. We get tons of questions about purchase problems and "how can I contact customer service" and we're just folks playing on our computers. Some members here find it very annoying and unfair to customers but nothing changes.
