Typically teams have a morals or ethics clause that they can use to cut players before the end of their contract. If a player commits a crime (as illegal steroid use is), the team can get rid of him. That's what happened to Plaxico Burress, Michael Vick, and any number of other athletes.
However, it's a different question about whether they WILL get rid of him. He is also one of the most productive players in all of baseball, and fans have shown their willingness to forgive before. He may be up for a suspension, but once he served it and got clean, I don't see any reason that the Yankees wouldn't keep him around.
No, there is a league-wide drug policy and it would be treated as a violation of that and dealt with under that structure. For whatever it's worth, if the Yankees could get out of the contract, I doubt that they would.
