Yep. Your property rights are minimal as a minor. They absolutely can do things like confiscate property, especially if they can justify it as being in your interests, and those of the family.

While you're a minor, you're entitled to certain things via your parents, like adequate nutrition, shelter, etc. A phone isn't one of them.
