Yes. The mother could have O/O and +/- (making her O+) and the father could have A/A or A/O and +/- (making him A+), and the child would inherit O and - from the mother, and A and - from the father, making him A/O and -/-, which is A-.

Not a medical expert but I am B (-) and both of my parents are (+) so when I went to see my doctor he told me that it is just normal. My grand parents could be (-) he said.
Each parent could have one + gene and one - gene, and thus each pass on the -, creating the child to be Rh-. And the Mother could have one B gene and one O gene (B is dominant over O). If she passes on her O gene, it and the father's O gene would cause the child to be O.
