No wonder you're confused! Basically my gut feeling is, is that this joker wants his cake and to eat it. Get the boundaries clear with him.
If he wants you as a good friend, that's fine. But on the understanding that you are free to have an actual 'boyfriend'. I honestly wouldn't be having sex with him either as this will just confuse the whole issue even more.
But I think he needs to do some thinking and find out exactly what it is he does want.

It sounds to me that he is afraid of commitment-and he probably feels like he doesn't have to commit; he's already getting everything that he wants! If he says that he doesn't want a girlfriend but he is treating you like one, well, one of you is definitely confused.
I say, depending on your age (if you are ready to settle down into a relationship), tell him how you feel exactly and what you expect from him. If he responds shady or isn't sure, then maybe you should shut off the pleasure, cut contact and move on. It is apparent that "just friends" isn't going to work because you want more than that!
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
