If you are referring to someone not withholding taxes you are probably being paid as an independent contractor and if you think this is wrong you need to submit an SS8 you get one at www.irs.gov and follow the instructions then there is the situation that taxes are being withheld etc from your paycheck, unless you are the bookkeeper preparing the quarterly reports you don't actually know if he is reporting and paying and you have no recourse.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
