In short, no. I think what you are asking about is something similar to what used to be common practice in Miami - people would take power boats to the Bahamas' Bank. They would snorkel, spearfish (on snorkel only in that jurisdiction), scuba and pole fish, and then return - never having landed for fuel or anything else.
They would maintain extraterritorality in the Bahamas, and would then skip Customs coming back to the US because they had never visited another country. I think the point is that you might get there and find a charter captain willing to take you on such terms, but no one wants to plan for a general charter on such terms. Also, people are a lot tighter about travel these days.
