Well, you can't quite go that fast, as that would require infinite energy, but let's say you are able to go at C minus one MPH. From your point of view, inside the car, nothing would change. The headlight beams would seem to go out at "the speed of light".

But because you're going so fast, time has slowed down by a huge factor, so while you see the light going out really zippity-fast, a nearby pedestrian would see it pulling ahead of you at 1 MPH.

It's also important to note that "C" and "the speed of light" are not the same thing. Things that have no mass HAVE to travel at an average velocity of "C". Light happens to have no rest mass, so it travels at "C".
