As it says...the UK spouse.. - is physically present in the UK; or - is coming to the UK with or - to join the applicant and intends to make the UK their home with the applicant if the application is successful" so as and when you have a plan to come to the UK, apply then. Look at the processing times, applying about 3 months before you need the visa would be about right, it might come through immediately or take a few weeks, depending on the nationality of the person. A US person will be fast.
The initial visa will be for 2years and 3 months, to allow time to arrive before achieveing the initial 2 years together before the ILR is applied for. If for some reason, you don't make the full 2 years you still get a few days (90) of grace during which they sit on the application. But if you apply in time, it should not be needed.
So, you're studying for a PhD, but don't understand what the words "present" or "resident" mean. In little words - you can not sponsor someone to come to England if you don't live there yourself.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
