I'm taking up some very old carpeting and there are hardwood floors underneath. Great, except when the room was painted before the carpeting was put down, it seems the painter didn't use a drop cloth. There are latex paint spatters and drips on the floor.
Any suggestions for cleaning them off. I'm not going to have the floors refinished at this time, so any help is greatly appreciated. Also anything I can do to the water stains?

Oops or Goof Off is just what you need! Go down to your local home store... or even Wally World, and get you a can of either Oops or Goof Off. I have used both these products, and they will remove that old dried latex very quickly!
Depending on the finish on your hardwood floor, Oops or Goof Off may remove some of the finish... but, it will look better than the paint! In my home office, there were some paint spots on the hardwood, and I used Goof Off to clean the dried latex from the floor. You couldn't tell where the paint spots were!
Since then, I keep a couple cans handy. I'm not the best painter, and am always cleaning paint drips and splatters from my baseboards and trim! Either of these is a great product and performs exactly as advertised!

You can try a product called"Goof Off", it has worked well for me. You can usually find it at paint stores. I get it at Sherwin Williams paint store.
If your concrete is very old and porous, it may require extra effort but this product works well on latex paint.
Do not use a stripping agent Hand sand the defects and paint out. If you use a stripping agent it may soak into the wood and when you do go to finish the wood you will have some issues coming your way. Vinegar is the best cleaning agent for hardwood.
YOu really should consider finishing the floors fairly quickly. THe floor is unprotected without a poly coat over it.

I am not taking an answer spot on this because I am not a pro BUT I did the same thing one house ago. I really scrubbed the floors (mechanical or hand will work) in SMALL sections with TSP and water. Small sections is the word since you have to get the stuff off quickly, you don't want it soaking in.
I washed, scrubbed and wiped very well with old towels and did it several times over the span of a week. Then, since I wasn't going to refinish them for years, I gave a a good (not thick) coat of wax and buffed them. Wax is NOT something you want to put on when you are going to refinish, but I am guessing a pro would have to do some serious work on the floors eventually so I don't think this is a bad step.
Water is NOT something to use lightly on wood but a quick scrub and wipe off made a huge diference in the floors at my old house and they looked quite nice when I was done. (Not as nice as the pro job I had done at this house... but good!) .

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
