Well, yes. If the cleaning has been half hearted for that long, the oven is going to put off a horrible smell whenever it heats up. Can you define toxic?

When I mean toxic it smells similar to when you start up a bbq with the blocks of fire staters but not as strong. I have a carbon monoxide alarm within range which did not go off. I was told that its more than likely debri built up over the years in and around the burner which I might add burns bright blue both grill and oven.

Hum. That is strange. Seems like if the flame burns correctly, it would not be debris build up.
I think, if this is a real issue, that a call to a repairman or a handyman who would be capable of taking the stove apart correctly and see what is down in the inside of the oven.
