Special low cost housing units can get some tax breaks, come apartment complexes set aside a small percentage of units in order to qualify for these breaks provided by the city/county. There are probably similar low cost Hotel arrangements.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
