Is Dot Net a Compile time or Run Time environment?

They are programming environments, C#. NET is objective C with . NET, and ASP.NET is ASP with .NET.

There are multiple compilers, probably over 25, for both of these languages.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
