Not cows milk, formula from the vet. At 3 weeks you can start to wean the puppy onto solids. Try some raw, ground meat in tiny balls from your finger to start off with.

This puppy needs be itch replacer milk, or goats milk (which is close to be itch milk in make up) At 3 weeks he can have a very small amount of lean raw hamburger too, about as much as covers a thumb nail. You'll have to hold the puppy on your knees, and encourage him to lap at the milk (warm it slightly), dropping his head towards the milk, putting some on your finger for him to lick.
And by the end of 3 weeks, you can start to offer him mushed puppy food (softened with either warm water, or goats milk). Good luck because this is going to be a lot of work. If mum died, I'd also get the puppy checked by your vet, just to make sure he's fit and healthy at this point.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
