Is it grammatically correct to say 'On behalf so-and-so and you' or 'On behalf of so-and-so and myself'?

Never, but NEVER use "myself" in this way. We say "On behalf of so-and-so and me." The reflexive pronoun myself is NOT a more formal form of the objective pronoun "me.
