I've always found that I tend to cough after hard cycling. I seem to recall that this is common, even at elite levels. Why is this?

I don't think this is common. You may have a touch of exercise-induced asthma Runners don't seem to cough after events, so I don't think it's normal that cyclists do. You cough because you're trying to clear your lungs, though your air passages are closing up.
You may want to see a doctor about this. If you do have exercise-induced asthma, don't worry. Treatment is just an inhaler before events, and this will improve your performance since your airway won't close up.

Yes Yes, this happens to me during and after cycling or any other vigorous, aerobic activity. When you work hard for an extended period, you are taking in more air. This irritates the windpipe in and of itself.
You may also increase sinus drainage, which can aggravate the cough, and it's compounded even more by allergies, which I have through most of the warmer months. Staying hydrated on the bike and off will help with the cough, as it keeps the mucus thin and less irritating. A cup of tea or other soothing beverage afterwards will also help, although you want to avoid caffeine, as it's a diuretic.

1 Cyclists have the biggest lung capacities in sports, even more than runners or swimmers, because it's aerobic in the extreme. While running and swimming are harder on the body in terms of bone and muscle, cycling is hardest on your aerobic capacity. The way to increase your aerobic capacity is to keep cycling.
Eventually you may stop coughing, but whenever you put out a really big or unusually strong effort you may be prone to it. Also, consider that it might be caused by mild allergies. Try some Claritin D and see if the situation improves.
This has certainly worked for me, though I don't typically take any medicine until I'm desperate. And note I only recommend Claritin D, as my experience is that other allergy and decongestant medications I've tried impare me one way or the other--causing drowsiness or jitteriness for example. My wierdest suggestion: shave your nose hairs--this will allow you to breath easier and somewhat lessen the effects of any allergies you may have.
If it's really a problem, talk to a specialist in asthma and immunology to see if you have mild asthma or to prescribe the appropriate allergy treatment.
