It would be best to contact the immigration department of the country that you are moving to and ask if you are allowed to bring domestic animals. They should be able to help you with the appropriate clearance forms and procedures if you are allowed to bring your pet parakeet. It's a tough decision but it might be in the best interests of the bird’s safety and care to leave it with relatives/friends in your home country or to sell the bird.

I say this because the animal, should it be allowed into your new country, will have to travel in the storage compartment of the plane and could go through at least a month of quarantine at your new country. This would be very stressful for your parakeet and it could die from stress depending on the length of the journey.
