He really doesn't have the time. But someone will read it and it will be appropriately dealt with. He'll see it if the civil servants think he should.
It's the same with other ministers - they too all have civil servants in their departments to deal with letters, and a system of dealing with post to make sure everything gets some kind of answer. I know... I used to be a civil servant and I used to get them occasionally, if the letter needed an answer from someone with my technical knowledge. The letter would come down in its own folder for me to put my suggested reply in and send it back.
So if you actually get a reply signed by whatever minister you wrote to, he or she won't have written it - some minion like me did! They'll have just read and approved it before signing it. Or if the letter doesn't need a political reply and could be answered by a civil servant, who in any case knows more of the detail, that's who will write back.
Which is another thing about ministers... the top civil servants have been there for years and know far more about what the department does than the minister, who has only been there since the last election or the last reshuffle, so he needs to rely on them for advice about what would be a good or bad idea. And what to say in replies to letters and emails!
Maybe if you write a proper letter you might receive an answer.
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
