Is it true that your hub score reduces if you link to hub pages with non relevant hubs?

Amount of traffic - including percentage from reputable sources other than HubPages.

The reputation of the Hubber - your Hubber Score and contribution to the community.

The response of readers to your Hub - including comments, thumbs up, etc.

The uniqueness of content - copying content already available on the web will be penalized.

You can see that linking to non-relevant Hubs isn't mentioned there.

There are other reasons for NOT linking to non-relevant Hubs.

One, most of your readers find your article because they're looking for information on a specific subject. You're going to annoy them by providing links to irrelevant material.

Two, if you write a short Hub then include links (e.g. In a RSS feed) to many irrelevant Hubs, you may dilute your keywords.

Hub score computation is unknown outside of people from hubpages.

However, I believe linking to unrelevant hubs do affect hub score because you are not making more informative around the topic that you are writing and it is the intention of hubpages that hubs helps people find the information they need.

Put yourself in the shoes of your reader and you will find unrelevant links annoying and it will also not help your hub score.

That's not fair you should not get penalised for linking to a hub you find intresting!.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
