The PlayStation 4 is set to release this holiday season, so you would have to wait until Christmas before you could purchase one at your local store. (pre-ordering can be done at any time, but you won't gain access to the console until the day of release, or even multiple days after) Speaking strictly as a video game developer, it is unlikely for either of the three next generation versions of AC4 to be noticeably different in regards to graphics, physics and other in-game properties. Although the PlayStation 4, Xbox One and Wii U versions of Assassin's Creed 4 will likely sport slightly updated shading and lighting mechanics, the textures, character models and other in-game assets should be fairly graphically similar to the current generation versions of Assassin's Creed 4.
You must remember, the PS4 and One will not get properly utilized for two or more years, and any current generation video games that are also releasing on next generation consoles will not be significantly different, and are more or less the same games with slight improvements to certain assets. There's also the risk that the next generation versions of AC4 will have certain performance issues, as the start of a new generation requires developers to use different development kits, for different hardware that they are not quite familiar with. This happened with Assassin's Creed 3 on the Wii U.
Although it was graphically superior to both the Xbox 360 and PlayStation 3 versions of the game, the Wii U suffered from severe performance problems, which was a result of poorly optimized code. People greatly underestimate the power and capabilities of the Wii U, and having seen the development kit myself, the Wii U is capable of producing the same level of graphics as the PS4 and Xbox One. Developers just have to utilize the Wii U properly, which they are unlikely to do for quite some time to come.
So, to conclude. I'd suggest getting the PlayStation 3 version of Assassin's Creed 4. However, if you are entirely certain that you will be purchasing a PS4 at launch, and if you are alright with some minor (yet unavoidable) performance issues on the PS4 version of the game, then by all means, go ahead and indulge in the next generation of gaming.

PS4 version defiantly. The jump from native 720p to 1080p is a huge visual difference especially if its on a big tv. You can expect much larger view distances with more grass and foliage, more and higher quality partical effects, a much smoother framerate(PS3 versions can drop down to the 20s quite often making current assassins games look choppy), and according to the developers the PS4 version will have superior wind and wave simulation making boat travel/battles much more immerse.
The most important change to me is the added bandwidth will allow for some nice anti-aliasing making the PS4 version void or practically void of all those annoying jagged lines across every surface and shadow.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
