I will ignore the bit about Safari. That's just the web browser (similar to Internet Explorer for Windows). You really want to know about the OS (operating system -- the whole ball of wax).
Whether one can install any "reference release" of Mac OS is related to hardware, not the current OS version. To upgrade the existing OS version to the new OS version, you may or may not be able to apply the installation directly over the current OS version. In fact, OS 10.7 does contain a full install package, and it will install onto a drive volume that has no recognizable Mac OS system, or over OS 10.6. The download from the App Store has a system check that will look for a file that identifies the OS version as 10.6 or later.
If there is no OS version at all, it isn't bothered in the least, and will install. The requirements for installing OS 10.6 are.... If your computer meets the hardware requirements above, you have several options for installing OS 10.7. Among them are these.... -- Boot to another Mac system other than the OS 10.5.8 system (could be a DVD or external drive running OS 10.6 or later, or another Firewire equipped Mac running OS 10.6 or later), erase the drive volume that has OS 10.5.8, and install OS 10.7. -- Use Disk Utility to create a new partition, and install OS 10.7 there. After that, you can either keep OS 10.5.8 as a second boot option (see the 3rd link below), or erase the OS 10.5.8 volume. -- Boot to single-user mode, remove or rename the Applications, Library, System, and Users directories, boot to another Mac system, and install OS 10.7 on the internal drive volume of this computer.
These options depend on your knowing how to either boot to an OS 10.7 DVD that you burn using the OS 10.7 download package, or launch the OS 10.7 InstallESD. Dmg while booted to another Mac system. Search online for ways to "create a bootable DVD from the Lion download".
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
